Part of the level 16-20 destiny quest chain called "The Awakening III" for Demonologists (and possibly the other caster classes). After fighting through Tortage Underhalls, you'll meet up with your mistress, Mithrelle, in the entrance to Strom's castle. She goes off to distract Strom while you search the castle for the Phoenix Medallion.
