The caravan card game in Fallout New Vegas is a dialog option when you converse with many (not all) merchants. It allows you to challenge them to a game of cards and the winner takes the pot (of caps).

The rules are explained in the PDF manual, but sometimes it's easier to see it in action. I've added YouTube annotations to the video to explain the basic game play.
